Responding to the Inspector’s request for comment on the impact of the New Town proposal

Did you object to PL10 Chase Park or PL11 Crews Hill during the Regulation 19 local plan consultation? If so, you probably received an email last week from Annette Feeney, the local plan examination Programme Officer, inviting you to comment on a letter from the Council to the Planning Inspector about the proposed New Town and its impact on the current proceedings.

The email advises that responses should be no more than 1,500 words and should be provided to the Programme Officer by 1700 on 7 November 2025.  It’s also important to note that this is not a consultation about the proposed New Town itself, but about its potential impact on the local plan examination process.

Enfield RoadWatch, The Enfield Society and other groups will be responding in detail but it is important that you also voice your opinions.

Our conclusions are:

  • that the New Town announcement should be given very little weight;
  • that the local plan examination process should continue as planned;
  • and that the evidence of harm associated with PL10 and PL11 should be duly considered.

Some key points you might include to justify those conclusions follow.  Please put them in your own words where possible.

The Council submitted only a selective summary of the full text of the Report to Government of the New Towns commission in its response to the Inspector’s letter IN11 (dated 15 October). It is critical that the Inspector has the full document before him when assessing the amount of weight that should be attributed to it.

The conclusions of the report do not appear to be based on independent evidence and, as a result, are confusing, misleading and often inaccurate. Evidence submitted by local interest groups such as Enfield RoadWatch and The Enfield Society highlight this and should be considered along with the report.
